Mr. Satish Kumar Reddy, educational qualification as Bachelor of Engineering (Electronics and Communications), retired as Commissioner of Customs & GST from the prestigious Indian Revenue Service. He has over 29 years of experience working in Government of India and Asian Development Bank.

In his 23 years with Indian Revenue Service, he was involved in policy formulation, designing and implementing laws, procedures and documentation in indirect taxes (Customs, Central Excise and GST), trade and logistics facilitation reforms and compliance management. His 6 years of experience for Asian Development Bank (ADB) has been on Regional Cooperation and Integration, Trade and Transport Facilitation and Border Management.

His specific areas of expertise include Foreign Trade Policy and allied laws relating to International trade; Customs Valuation matters and SVB (related party) issues; Classification and interpretation of tariff notifications; implementation of FTAs), including special expertise in Rules of Origin and origin verification issues; Transit and transhipment handling and facilitation and Cross-border aspects of transport and logistics and Cross-border e-commerce.

Awards, Recognitions and Publications:

  • Recipient of President of India award for ‘Specially Distinguished Record of Service’ in 2012.
  • First in India to be accredited by the World Customs Organization (WCO) as an expert trainer on Rules of Origin under Free Trade Agreements (FTA).
  • Design and implementation of customs valuation database projects in other countries
  • Resource Person on customs modernization, trade facilitation, logistics, transport, and transit facilitation and have delivered programs in India and abroad.
  • Published a Paper on Cross-border traffic rights and transport facilitation in the Asian Institute of Transport Development Journal in 2016 and contributed to the publication Borders without Barriers – Facilitating trade in SASEC countries by ADB in 2020.
